I would imagine that it has to do with the new exchange rules. You can't have naked shorts anymore for foreign traders. I would think that the brokerages are still getting used to the rules and are erring on the side of caution.

I think that brokerage houses can only borrow stock for shorting from accounts when they are bought on margin. Given that margin debt is a lot less than in the go, go days of the tech bubble there are less shares available to borrow.
