Why is it that a relatively low level official was running the government and making these decisions? That's not his job? Why wasn't Shrub in charge? Well, ok he was somewhere;Fla, in the air, where-ever, so he might not be able to manage the crisis (although the prez could run things from AF-1) . But why didn't Cheney take over? Too busy hiding in a bunker. Why not the Sec. Def? Why not Powell, for that matter, doing an Al Haig imitation. If you try and blame things on Clarke, blame the people who let him do their jobs.
