The cost for the bracelets would be minimal, simply an RF-tag buried inside a very-tough-to-open plastic wrist or ankle band - kind of like a modern looking digital watch. In fact, for a extra $1 it could be a FREE watch, also....

As you start the program, lot's of the wacko-raghead insurgents would get the word and head back to Syria, Yemem, etc., from whence they came - exposing them to border guards where many would get nailed on their way out.... No bracelet, or a 'fiddled' bracelet after "..nn/nn/2004.." - and you get an all-expenses-paid 1-way vacation to Cuba.

I think it would work, and it would sure put the fear-of-Allah in the arseholes who knew they couldn't pass inspection as an Iraqi national..... Just starting the program would send a shockwave through the ranks of the wacko's - they've had a free ride up to now using their "..they all look alike under their ski-mask.." dodge.

This is not like "..tatooting Jews..", the bracelets are not permanent; but you simply can't take them off until the new government says so. Voluntary submission to get a bracelet could save you a trip to the 2-week retreat.

People that are clearly aware that the system knows exactly who they are, are a lot less likely to get involved in 'stupid' activities. In the case of arseholes like al-SadSack - the bracelet should be worn around the neck.
