I have read that these were anti-war activists who went there to cause trouble. The kidnapping was staged, according to these reports. TWT.

From my understanding of the Times article, that doesn't really matter to the Japanese. The pertinent thing is they bucked authority by going there, got themselves into trouble and made trouble for everybody. I haven't seen anything that says the Japanese care whether they went as freelance journalists or as peaceniks. Maybe you have?
