Zev is referring to Jordan, which occupies 3/4 of the original Mandate of Palestine, and whose population is 80% Palestinian (the other 20% is Bedouin). To their credit, Jordan is the only state that granted citizenship to the Arab refugees of 1948. King Abdullah (great-grandfather of the present king) said that he considered Jordan and Palestine all part of one country. Which it certainly was culturally and linguistically.
