Public ID card trials to begin

Public trials for Home Secretary David Blunkett's national identity card will begin next week, it has emerged.

Civil servants have been taking part in tests for several months but this will be the first time members of the public have been included in trials.

The first 10,000 volunteers will have facial scans, iris scans and fingerprints taken from Monday to provide the biometric data necessary for the scheme.

The draft identity card Bill, to be published on Monday, will create a new offence of "being in possession of a false document" which will carry a sentence of up to 10 years' imprisonment.

The biometric checks are expected to become compulsory for anyone applying for or renewing passports from 2007. Biometrics will also be introduced into driving licences later.

The draft Bill is expected to set out government proposals for a National Identity Register to hold details of all 60 million people in the UK.

The paper is also expected to set out the safeguards which will be created to stop government mis-using the data.

Ministers believe the ID cards will help combat terrorism, ID fraud, illegal immigration and illegal working, as well as making sure public services are only accessed by those entitled to use them.
