I am not "guessing" that this statement by you is a mis-statement of law and fact: guess what...when the States drew up their plans for smallpox vaccination every State that had native American reservations forgot about the native Americans. It's not the duty of state governments to draw up vaccination plans for Indian reservations. Indian reservations are sovereign nations, not subject to state law or state control (in general).
