Not accurate at all. The entire operation is premised upon the danger of falling into civil war once the Iron Fist was taken away; there is a push for a federal solution, rather than pure democracy, that would reassure all factions; and there is an understanding that we cannot dictate success, that only the Iraqis can make it work, if they will.
