What about Tokyo? Interesting question. It might have let us get by with one bomb, which might have killed just as many people.
However, 2 bombs were barely enuf; the emperor had to put down an attempted coup by some of the military in order to surrender. So, if the emperor was dead, along with the top military officials, would that element take control and keep fighting? Even more pissed at the emperor's death? More willing to die to join him?
Who knows? The closest alternate version I've seen is by Harry Turtledove, who has alien lizards invade, ca '42. By the end, everybody steals the bomb and/or nuclear materials, and bombs drop everywhere.
