Here's a couple of utilities that I use and have found to be satisfactory over time:

[The downside is that some features such as audio-video applets may get blocked. This is easily remedied. The control button sits on the taskbar adjacent to the clock (on Win98SE) and is very easy to switch on and off. After I got used to it I didn't mind the way it functioned.]

Until recently, I was using Ad Aware software to clean up the mess with cookies and that sort of junk. Based on the recommendations of the experts at SI's Computer Learning thread, I've switched to Spybot Search & Destroy and it seems to be doing a good job.

No guarantees on how either will work on your system, but they are both stable and compatible here. I also run AVG anti-virus software, FWIW.
