What Mr. Cheney is defending, in other words, is a doctrine that makes the United States a sort of elected dictatorship: a system in which the president, once in office, can do whatever he likes, and isn't obliged to consult or inform either Congress or the public. It's called 'Authoritarianism'... the same miserable system of government Latin America suffered through for so many decades... little 'tin horn' semi-dictators, enriching themselves and their closest followers and holding the reins of power close to their chests, while providing lip service to ideals of Democracy.
