Israel had a recession, not helped by the collapse of the dot com bubble and sudden lack of tourists. Both high tech and tourism are important industries in Israel. Israel now seems to be pulling out of the recession. Certainly, you can compare Israel's economic performance favorably to Germany's over the last few years, and Germany hasn't had a low-grade war to deal with.
