Frankly I wouldn't get too excited about some January '04 article coming out of Canada that refers to bills being pressed by Democrats and mentions them by numbers. Strikes me as a huge leap to infer that the entire Federal Government is in on some plot to sneak this by, when it's all right there on the Rangel/Hollings sites and numerous other places. I'm not quite getting your evident notion that this is something Bush is trying to sneak by. Not everything is a conspiracy.
