Trying to assert that Saddam had destroyed all of his weapons would have been contrary to almost all personality profiles that had been developed on him. In almost every way, and at every juncture, he attempted to intimidate, delay, deceive, and defeat the inspections process.

A personality profile claiming somebody is deceiving should also take into account that, if the person is smart, he might take it to the next level and deceive about the deception. Imagine if Saddam had openly and verifiably confessed that he had stopped his WMD program. The fear of his subordinates would have shrunk considerably with an according rise of the probability of a coup by some general. For a dictator like Saddam there is no exit strategy. He had a choice between Scylla and Charybdis, certain death by coup or likely death by US-initiated regime change. He went for the option with the less likely death - and survived.
