That could be the case, but if you're talking about Iraq it's pretty clear the joint chiefs didn't have a lot of interest in going there. This is the Cheney show, and he's not military, and did everything he could to stay out of the military, which probably explains his enthusiasm in using the military. It takes someone who has never experienced war (or a real nut like Patton) to be enthusiastic about using the military.
