Here's an example: If we can't trust the rich to be charitable on their own, then why don't we force Bill and Melinda Gates to fork over everything in their foundation to the government?

You are confused. No one is asking "the gates" to fork up anything remotely approaching everything . You use exageration to support an untenable position.
