It depends on your view about telecom industry as a whole. If you believe in the industry, NT remains a good choice under following conditions:
1) After the internal audit is completed and proved that Nortel is not another Worldcom/Enron.
2) re-evaluate Nortel technology position wrt its peers. The probe may allow time for Nortel's competitors to catch up.
3) re-evaluate Nortel relationship with its customers.
4) re-evaluate Nortel balance sheet, as we don't know how the probe will affect Nortel's debt, cost of borrowing...

To add or start new LT position at this moment are pure gamble.

It is interesting many argued that "Nortel's restatements are referring to history as opposed to looking forward". I wonder how can one restates a future result?
