No, the goal to destroy Iraq's ability to support Palestinians in their feeble attempt to fight back against Israel.

For that purpose it is irrelevant whether it is accomplished by making a prosperous life for Iraqi's, so that they do not feel kinship with the hardship of the Palestinians.

Or perhaps dividing the country into separate little provinces that would be in conflict, and therefore be un-able to render any support.

Or maybe spark outright civil war, so that there would be no spare energy to expend elsewhere.

All these scenarios are perfectly fine. Some have lower costs than others, but that is peripheral to the central purpose.

The boy whose arms and legs were blown off by the bomb the US dropped on his home, that killed his father, mother and 5 brothers and sisters cannot write any blogs. The blogs that do not acknowledge that event and 10,000 like it are just crap.
