The whole Bush administration makes you wish the President was required, as part of his job, to answer questions on a regular basis. Supposedly, he's OUR employee. Previous Presidents have understood this. I think it's part of the Bush arrogance that he just blows off this responsibility. Maybe he feels he's working for God.
