Hawk it's my recollection that the information you cite is not reliable. I believe it came from one of the "Chalabi" sources, as did so many of the other "smoking gun 'facts.'"
That could be the reason why even though that story is internet friendly, it is not trotted out by those in the Bush Administration whose credibility on such issues is already dismal.
There were, of course, contacts between Iraq, the Taliban, Iraq intelligence agents and Al Qaeda. There were, and are, connections between Al Qaeda and almost every nation in the world, including our own U.S. which trained some of Al Qaeda at our flight schools. That doesn't mean that France, England, Germany, the U.S. and other countries supported, or support, Al Qaeda. If you want to find previous support for Al Qaeda, take a look at the Saudis, the Pakistanis and the Sudanese.
But time will tell.
