The world is not in a position to permit to Iraqi's to resolve their differences with civil war instead of though the ballot box.

Iraqi oil revenues wont pay for the US war costs nor will it alone sustain the Iraqi economy. In order to maintain the present production levels substantial investments need to be made above and beyond from the existing revenues.

So how do you establish a secure environment where investment can be attracted?

Who wants to donate the money and the human cost to get Iraq up to self sustaining growth? There are a hell of allot more nations who have a large stake in the success of Iraq, excluding France, Russia and Germany.

Most of incremental oil demand growth is coming from the USA, China and India. If oil stops flowing from Iraq these nations will be given plenty of reason to increase their will power to set Iraq straight.
