Talk about flip flop. The term "compassionate conservative" is very strongly indicative of a flip flop label. Now Bush wants to say that he is a conservative so as to get the votes from the conservatives. But then at the same time he wants to also impress on the liberals with the word compassionate. Classic example of being on both sides of an issue.

And the fun part is Bush is neither compassionate nor is he a conservative.
