The sanctions route in Iraq may have had a chance if the UN, France, Russia, etc were not actively subverting the sanctions.

Yes but reform through intervention has a few success stories this century, Germany and Japan for example.

Russias reform was brought about through the cold war where plenty of lives were lost in numerous battles. Afghanistan being one of them.
