You're thinking of Bank of America that has a split bill paying operation between its California and non-California branches.It was Wells Fargo that threw in the sponge and became a big Checkfree customer recently. Citibank has it's own bill payment operation too,as you point out, but I think they lose money at it because, big as they are, they don't have economies of scale.
