Frankly - a clear cut statement of here is what I want to do - and here is how it is going to be paid for - would be a breath of fresh air. Does he have the cajones to do that?

He does. In fact he proposed that the $87 billion Iraq funding be paid for by rolling back the tax cut on the highest 2% of incomes. He voted for that bill while almost every republican voted to keep putting the war costs on the credit card. Now Bush uses that vote in his ads against Kerry saying he was weak on defense. Which is of course a lie.

It makes sense to me that since the bottom 2% of incomes are giving up their sons and daughters for the war in Iraq...that the top 2% can pay for it. Their sons and daughters aren't going to Iraq...they're going to Yale.
