Bush is the one promising things that can't be paid for. Bush's state of the unions promised huge programs which were then never seriously pursued and not paid for. He underestimated the cost of his war and Medicare programs by hundreds of billions.

Kerry is honest. He has stated that if the budget can't afford it he will will have to scale back some of his programs. Finally some honesty and fiscal conservatism.
