One of his new reasons was the abuse of prisoners which took place under Saddam Hussein.

Another neocon excuse for the war was that Saddam was keeping a prison full of political prisoners. Saddam released them at the start of hostilities. When the looting was at it's peak the neocons said it was because these prisoners now on the street were not anti-Saddam activists, but criminals.
