There were no strategies for dealing with Saddam short of invasion that were worth a bucket of warm spit. And everybody knew it. Those people who sincerely cared about Iraqis, like Kenan Makia, were bent out of shape about it. Most of the left was content to talk as if they had a plan, where their whole damn plan amounted to lifting sanctions and keeping Saddam in power. Amnesty talks a good game, but they only seem to really get exercised when criticizing America or Israel, where their comments might make a difference. They don't stick their necks out in dictatorships.
