Cheney and Rumsfeld were certainly fully prepared to capitalize on the New Pearl Harbor. Condi Rice referred to 9/11 as an opportunity.

Sometimes the horrors with which we are confronted are too great, and we see without comprehending what is before our eyes wide shut.
