You misrepresent my claim.
I believe I have stated several times that Bush was out of the loop (He's still only half in the loop and panicing at what he is seeing).
The neocons, Cheney, Wolfowitz, Perle, Libby, Rice, and Rumsfeld when he can hear, are the ones who were monitoring the situation. They read the reports and then told Bush which headlines were important. It is this group who signed the PNAC agenda. This is the group which drew up plans and waited for the right condition, the catalyst, the New Pearl Harbor.
That doesn't mean they knew the flight numbers or the names of the terrorists. It only means that when the intelligence reports were most alarming, and Tenet said they had their "Hair on Fire", and all lights were blinking, and the Attorney General was afraid of commercial aviation they waited. They raised no alarm. They sent the clueless one on vacation, and they waited for something, whatever to happen so they could implement their attacks, and reorganizations, and changeover to permanant war status.
And it happened ... Big Time!
