On whether Plan of Attack makes a convincing case the "Bush had a plan" that's a genuine stretch. It's very clear that Rumsfeld and Tommy Franks had a plan. It got iterated and reiterated down to the small toothpicks. But it's also very clear from that book that no planning was done for the after invasion portion.

It's also clear that Bush did no planning. Others did that. As he insists, famously so, he makes decisions. And one can argue that's as it should be. I don't happen to agree with that. But it's a perfectly reasonably position.

Also there was a great deal of ad hoc stuff going on as portions of the "plan" proved to be unworkable. However, I assume that was par for the course. There is some cliche floating around here somewhere to the effect that no plan survives the first shots of war. Or some such.
