Maybe he was speaking German and something was lost in translation.

"Wrong" for example can mean mistake rather than immoral or unethical or mean or unkind.

He would say, now, in hindsight, it was wrong to attack Russia before stabilizing the western front. But only in the sense of a mistake.

I'm still having trouble thinking of you and your faction as being as bad as the Jew exterminators, or the Hutu machete men, or the Omagh bombers [though since you seem to think balance is needed, I can imagine you planting that bomb and feeling you have achieved balance]. I know your theory says you and everyone are equally bad, but my experience is quite the opposite. Some people seem to me much better ethically than others.

Maybe Hitler meant [assuming there's any truth at all to the idea] that he should have killed them all in the 1930s and it was wrong to leave it so long. Or, that if he'd kept off their case for a bit longer, the USA wouldn't have joined in.

Another example would be George Bush probably now would refrain from attacking Iraq without having the UN better lined up. He might say he was wrong. Though I doubt it, given the smug pleasure he got from having Saddam as a prisoner. But that would be from a tactical rather than a moral or ethical point of view.
