Many writers have noted that Cheney really runs the country. ANyone who pays attention can see this is true. Why else did Bush need Cheney to meet him with in front of the 9-11 commission? Because Bush has no F'ing clue what's going on or what he's supposed to say. He's also very gaffe prone and nervous in formal settings. He's a frontman smoozer, that's all.
