Perhaps they will, if there ever appears a PA representative that can negotiate in good faith. At the same time, it's laughable and certainly not up for discussion with Arab nations in the middle east, that they should give restitution for the estimated $100-billion-plus in property lost by Jewish people elsewhere in the middle east. But of course, Israel is held to a higher standard than its neighbors. No where do you hear talk of restitution for jewish peoples' losses in the middle east.
