There are bunches and bunches of commandments. Go forth and multiply. Don't eat meat on Friday. Love thy neighbor... Render unto Caesar...

I realize that various religions have their own terms of art, which give specialized meanings to words in the context of that religion. In my mind, the meaning of "commandment" referenced in a secular or non-denominational setting is any religious imperative specified by any religious authority. IOW, the word would subsume each of the Ten Commandments, any version. It would also subsume a fatwa or the equivalent from the Pope. Anything that God, directly or indirectly, tells believers they must do or not do.

Remember, this was in a speech. Vocalized words don't come equipped with capitalized letters. The capitalization represents the interpretation of the scribe.
