So what's the real reason they're thinking of declaring a gasoline emergency?

Certainly they're not trying to suggest that the Reno NV - Richmond, CA diesel pipeline runs fuel from non-existent refineries in Reno. That would be too funny.

Even if there is currently a refinery shortage for some odd reason in California (not that I believe that for one minute), there are plenty of places to tanker in finished gasoline from and ChevronTexaco has the domestic fleet to do it.
