I tend to go with the most obvious rather than a whacky conspiracy theory.

Bush likes Cheney. Cheney makes Bush's job "easy." Bush believes in the things that Cheney believes in.

Again - this is not an opinion pro/con but just simple likely factual basis for which you come up with a convoluted blackmail theory.
