You still have not sucessfully read and understand my words.

The administration, at least the neocons which is basicly everyone but Bush and Powell, did want 9/11 to occur. They may not have known the details of 9/11 but they did want there to be a galvanizing attack on the United States.

It's possible they would have been disappointed and would have had to try to further their plans at a slower pace or with a more contrived set of threats, but hey! they got the trifeca.
