Kerry warned Bush about 9-11 type attacks in 2000.
SO did Gary Hart and Paul Bremer. Bush got a lot of warnings but ignored them.

Clinton was not AWOl on terrorism but certainly could have done more. The AL Qaida threat did not surface in 1995 and was not clearly diagnosed until around 1998.

You can read Clinton's book about it, and I'm sure he wishes he'd done more than fire cruise missiles and train a Pakistani hit team. He has one good excuse which is Whitewater. That got in the way of his taking action (remember the rightwing blamed him for trying to change the subject and wag the dog by attacking?) and then came the election.

Clinton has a few excuses but yes he should have done more. But AWOL? No, he was taking action. Just not enough.

Bush's problem is that he was clearly warned and did absolutely nothing. He was obsessed with SDI and Iraq and his defense and inteligence people didn't even talk about Al Qaida. In fact, unlike Clinton's top people, it was never made a priority and was not mentioned a single time in any national security speeches. Not a single mention of terrorism in 9 months. Amazing huh? So Bush was doubly AWOL, especially after the 8-6 warning which we can all see was pretty damn clear.
