The idea that one can simultaneously implement* multiple, mutually exclusive plans is silly. Contingent planning (development of Plan B's, C's,..) is one thing but "moving forward ASAP" on the ground is another. To be more specific you couldn't organize a coalition if the would-be parties to the coalition see that you're also recruiting a new dictator and also drawing new boundary lines.

* I would be moving forward ASAP on options two and three, and praying for option one..
