He resigned under LBJ because the brilliant man that he was/is, saw that the agenda he had mapped was a complete failure and he did not want to be around to accept any responsibility. He was very good at this..... let JFK, LBJ, Richard Nixon and General Westmoreland take all the heat.... while he fled in the night and henry kissinger got real quiet.....
