a topic I've worked with and experienced first hand.

You seem to refer to the Peter Principal which is not exclusive to government, but to any large and stable organization.

The malfeasance of which I write follows the neocons. It is not just inefficiency or laziness. They bring organizations to "hair on fire" levels of crisis and then call for significant change which leaves their most loyal supporters in influential positions in the new bureacracy.
