I've noticed the pattern where an article appears about bin Laden anytime the USA govt wants something to pass.

As one example, a year ago, Bush sounded three Alerts when he was trying to pass legislation for creating the Homeland Security and its funding.

It could be purely a coincidence that this pattern appears.

Or, is the new & huge war bill that Bush is trying to pass in Congress, related to this alert?

When John Fowler first noticed this pattern, I didn't think John was correct. But after seeing this pattern happen several times, I'm beginning to wonder about it?

It could be a coincidence, or it could be a manipulation method that's gotten noticed so won't be affective.

If it is intended to manipulate the public to be pro-war, it isn't going to work anymore and they should simply keep their PR compaign about finishing what you start and restoring infrastructure. The USA should clean up its image and its PR.
