Saddam was captured and his money was tracked down - $40 billion! Do you think Saddam bringing in billions every year isn't a threat to the US or the western world? You think he wasn't tied financially to terrorist plots whether successful or unsuccessful? Saddam's proceeds from illegal oil revenues were most certainly a major international security threat.
