Up until recently Americans have an elite status as visitors in most modern countries of the ME. There is an intrenched class system in most of these countries (although Islam forbids such things), and as an American you are treated as if you were of the Royal class. Generally Americans get an unfair deal in their favor in civil and criminal matters.

I don't have statistics on murder but my experience is that if anything happens to an American in the ME there is swift justice given to the Muslim who did it. The reverse is true for Americans. You get excused for almost everything except if it is against your host (the monarhy). I wouldn't recommend organizing a protest march on the capital in any of these places for example.

There have been examples in the media of Saudi capturing terrorists and punishing them.

Things are such a mess right now that all bets are off.
