My ideology is historical. You can't leave war out of the options and once you're in it, winning it is the quickest way to peace. That said, there is no way of predicting exactly how long war can be supported. Obviously a war abroad is less favored.

I could have favored this war more in 91 but it just didn't happen. I don't think you can point to one specific reason it didn't. Little changed in the ensuing decade, just more suffering and outrageous acting on Saddam's part.

War was not the worst option. It is nearly always the last (except of course for Iraq and Kuwait). Thirty years of paying tribute to pirates (Barbary version)is not preferable to war in my opinion, though the actual dollar cost may be cheaper.
