WASHINGTON (Reuters) - Democratic presidential challenger John Kerry (news - web sites) criticized the Bush administration on Friday for not doing enough to fight high petroleum prices, as U.S. crude oil soared to $40 a barrel -- the highest level in more than 13 years.

In trading on the New York Mercantile Exchange oil climbed to its loftiest level since October 1990 after Iraq (news - web sites) invaded Kuwait. At the end of the day, crude oil for June delivery settled up 56 cents to $39.93 a barrel.

Rising crude oil and record-high retail gasoline prices have become a major issue in this year's presidential race and a hindrance to President Bush (news - web sites)'s efforts to improve the U.S. economy

"The Bush administration keeps saying it's working for lower gas prices but so far it's been all talk and no action," said Kerry spokesman Phil Singer.
