I've been using Spybot and Cookie Cop for over a year now and haven't seen an unwanted pop-up ad or strange cookies since.

BTW, Dell is having a pretty good sale right now: up to 20% off systems. Free shipping if ordered on-line. Expires 5/12, I think.
