The military intelligence people who came up with that system perhaps know what they are doing, but I suspect that they don't. Maybe for people they know are guilty of something, or who are confirmed enemies, it might make some sense, but even then I doubt it.

For neutral people scooped off the street, they'd make instant and passionate enemies


Do we have any knowledge of the proportion of groups in Abu Ghraib? If you learned that the people had been sorted out and were Al Qaeda or high-ranking Ba'athists, would it alter your opinion? If 90% of were, what then? 80%?

Questioning suspected terrorists is unlikely to be pretty and nice, even when done by experienced, non-sadistic, disciplined interrogators. They are trying to break the spirit of fanatical jihadis in order to prevent the next suicide bomber.
