TE, I think it is very interesting that the idea was presented by a member of the establishment who was later put in a position - Deputy Treasury Secretary and later Treasury Secretary under Clinton to implement those ideas. Is this proof? - of course not but I would not dismiss the idea as a crack pot theory. I don't know if you are aware of this but former Federal Reserve Governor Robert Heller opined in the op. ed. section of the Wall St journal ( Oct 1989) that the Federal Reserve should intervene in the stock market in times of stress- he suggesting using S&P futures.
